I read in car and driver that a catalitic converter takes care of about 80% of the emissions inspection. and you could get buy on it alone, even in cali.

P0496= EVAP Emission High Purge Flow Fault. Now what that means, I don't know. I am having the same exact problem with my 2006 Cobalt LT.

If you take your car to a auto parts store tell them you have the check engine light and the should check it for free and tell you what's wrong and how to fix it.

p0496 refers to vapor canister problem. it may even be a loose or bad fuel cap. if it is the cap. the light will go out after a few miles driven. if the cap is on tight. loosen it then see if light goes out.

This depends on the problem , like a bad gas cap is not covered but so what a cap is cheap, take it to dealer and let them fix it for free or very cheap. most of the time its a valve, purge valve or vent valve, these are covered, take it before you hit 80,000. good luck.
