Question about 1999 Plymouth Voyager
It is likely the fuses in the Distribution box under the bonnet are loose or causing a short.
Open the unit cover and take out and replace the fuses one by one.
The other problem could be the wiring harnesses are loosing insulation due to age. Might have to get the car tested by an auto electrician if the fuse manupilation does not work.

Turn your wipers off, using the stalk on the left side of your steering column. Turn your ignition off and remove the key.
Pull the wiper blade up to lift it to the service position. Pull the front part of the blade down to position it at an angle.
Pull back the lock pin on the center part of the wiper blade (where it connects to the wiper arm). This unlocks the blade from the wiper arm.
Grasp the blade on each side and pull it down (away from the extended wiper arm) to release it from the "U" clip.
Repeat the process for the other wiper blade, if desired. Removing the driver's side and passenger's side wiper blade is the same.
Install the new wiper blade. Open the lock pin on the new blade, and then insert it into the wiper arm "U" clip. Close the lock pin and lower the wiper blade to its normal position.
