SOURCE: Brakes locked on
Your rear brake shoes are stuck. The assembly is held togehter with spring which appy pressure to return your brake pads to there original position. The park brake uses a cable to pull the brake pads out to lock against the brake drum, this is where your problem is at. Sometimes pulling the tires off a hitting around the outside of the drums will free the brakes. Other times driving a few feet will do the trick I would try this first. This is a problem you encounter with older vehicles that have higher milage and is a sign that your brake hardware is getting old. You can find online manuals on most vehicles for free at autozone.com if you want to take on replaceing them yourself. Keep on mind if you are going to have it apartanyway you can save money and trouble later by replacing the shoes, hardware and wheel cylinders at the same time.

SOURCE: hand brake
There could be a loose connection where it reads when the hand break is up. So it may be loose you would have to take apart your center consol where your handbreak is located and tighten up the sensor to see if that is infact the problem. But it really couldn't be anything else from my point of view
hope this helps
