If the '04 has the same setup as the '00, then there should be a switch on the top of the steering column that will turn the parking lights on or off even if the key is removed. Hope this helps.

SOURCE: parking lights and license plate lights won't go off

Lacking an owner's manual, we weren't aware that there was a parking light switch on top of the steering wheel when this happened to our car. We had inadvertently switched that on. Did you check that?

I have a situation where my son is accused of driving my 2004 Subaru Forester with the lights off at night. In my experience the lights have always stayed on. As long as the car is in drive, I believe...

i think you will find the headlights are on for safety, but not the tail lights, unless you turn ON the lights. common feature in lots of cars, including my outback and my hyundai.

many folks get DUIs from this as they leave the bar, and the road being illuminated before them, they never turn on the lights. the clue is supposed to be that the dash lights are not on unless the light switch is ON. often times in the morning i wonder why i can't turn my fog lights on, always turns out to be that i have not yet actually turned on my lights.

good luck with that

Does the fuse have power in and out when a test light is used? This test would be run with the light switch on.

No tail lights.

You need to test for power with a test light at the tail light bulb, If you have power it could be a bad bulb or ground. IF you do not have power then trace the circuit back to the light switch.
