When I try to start my 96 jimmy, the dash lights won't come on and it wont start. If I can get the dash lights to come on, it starts right up. Is this a fuse under the hood?

You really need a garage to diagnose why. You may have insufficient fuel pressure, or the injectors may be blocked if you have been running the tank low.

the signal flashing is a bad hazard switch. they all brake. if you hold the flasher buton just the right way the noise stops. sounds like your dash is shorted with the flasher
A malfunctioning antitheft system can turn off injectors causing just such a problem. Look for a light on the dash that says SECURITY or ANTITHEFT. If this light is present, go to this link for help.
