Could be the blower motor resistor but more likely is the blower high/low relay

Heater motor barely works on high. wont work on low or med. settings

blower is not running full speed? on high?
the blower has this resistor block on many cars,
that fail, easy. (burn up) but not ever on high. (bypassed then)
a big clue that. no?
is the blower slow or just dampers closed and cant feel it.
surly you know the sound of your blower on high, sound !
air flow is a whole other more complex matter.
also is battery rested voltage at 12.6v? if not you have discharged battery making fan weak ( power = volts times current. so....)

My 2001 Voyager blower fan only runs on high.

This is 100% the Blower (Fan) Motor Resistor located near the Blower Motor.
This is a very common problem with Chyrsler, Dodge, Plymouth. The key symptom is the Fan only working on High.
This is very easy to access and replace.

Let me know if this helped....

Heater blower wont turn down or off drained the battery removed fuse it shut off

There is a resistor for the blower that has a relay built into it that sticks in the run position on high. The resistor is usually bad and sometimes the connector is also burned. The resistor is on the passenger side under the dash near the blower.

My fan/blower won't run on high setting. It works

Replace relay under blower motor, under hood.

Replaced blower motor, now runs continuously.

Run's continuously ? High speed , low , med 1,2, 3 . ????
Probably the high speed relay contact's stuck closed . The fuse for the high blower is hot at all times , low blower fuse is hot only with key on. It sparks becaused the motor turns on . If it had a short the fuse would blow . The blower motor relay is part of the resistor pack near the blower motor .

Air wont blow

The high speed setting on any blower bypasses the dropping resistor completely so I suspect you have a failing switch contact. If you can access it, some 'contact cleaner' from an electronic supply outlet may help to restore its operation but generally, once a switch develops problems, it will fail again.
