Question about 2003 Dodge Neon
It appears that the drain for the plenum chamber is choked up with dirt or leaves. This chamber is under the air intake grill that is in front ot the bottom of the windscreen. The drain tubes are usually situated near the outside ends ot the chamber. If you shine a torch down through the grill you should be able to see the drain hole. Try poking some wire down the hole to clear the blockage. If there is lots of rubbish in the chamber you will have to remove the grill to get it all out.
