My 1998 jeep grand cherokee 4.0 4x4 has started making a rumbling/squealing/whining/scraping noise right under or to the right od the drivers seat when first started on a cold mornig. Seem to go away after a bit. Will make it later on in the day sometimes?

The idler pulleys on the Cherokees are known to squeal and make noises when their bearings are bad. They are also known to eventually break off and disable the vehicle, if not replaced when they're bad.

Front rotors whine

a whine or a squeel
if you put hard long life pads on the material used sometimes makes that noise the nonmetalic pads are the best way to go as they don't wear out the rotors as bad but you need to change the pads sooner . the harder the pads the longer the life but they are hard on the rotors as well ,let the pads seat for a while and see if the noise eases up

I would start by checking all the fuses under the hood.
There is a fuse called IOD which the factory leaves out and gets put in at the dealer.
That fuse could be bad.
