Does a 2001 plymouth neon have a mark on the crank pulley to find top dead center

I doubt it.
The ignition timing is not adjustable so a mark would not be needed.
There may be a mark on the crank gear for the timing belt but it may not be TDC.

I cant get the metal flage off in front of the timing belt on my 2001 plymouth neon help

undo the motor mount on passenger side . with large block of wood on top of a floor jack under the oil pan and jack the motor up you have too do this . and you should change the water pump while you have it apart

I need to replace the tensioner belt pulley on my 2001 plymouth neon 2.0 and I am having trouble getting to the bolt that holds it in any tips for getting it out of the car.

I usually use a 3/8" breaker bar with a shallow well socket to get them out. They are typically hard to loosen but with the breaker bar it makes it easy.
