SOURCE: Toyota steering too light
The only way I know of to bleed a power steering system is to turn the steering wheel from lock to lock (all the way to one side and then turn all the way to the other side) 3 or 4 times. that will bleed all the air out of the system. You might have had a leak for a longer than that you realized and by fixing the hose the power steering works VERY good and you are no long used to how easy it once worked.

I would say the latter. The shaft should move. I had this problem but not this car. You should be able to retreive the shaft by going under the hood and pushing it back through. If not you have to take everything in front of you off. Hope it helps.

There is a special tool that threads into the shaft and has a threaded shaft of it's own, with a nut on it. As you tighten the nut, it presses the pully on the shaft without putting pressure on the pump mechanism.
Try your local auto parts store. Some of the bigger chain stores have tool rental or loaner policies.
