Code 12 is: Direct battery input to PCM was disconnected within the last 50 key-on cycles.

Code 21 is: Neither rich nor lean condition detected from the oxygen sensor input or oxygen sensor input voltage maintained above the normal operating range.

What can be some reason why a 95 dodge intrepid run hot

You could have a faulty coolant temperature sensor, radiator not working or it is leaking, fans not kicking on, radiator fuses, faulty water pump. If your check engine light is on, best bet, take it to Autozone. They will read it for free. The computer should detect your problem, hopefully. If you have any questions, please contact myself or another associate. We are here to help you as much as we can. Thank you for choosing FixYa.

NEED TO REMOVE STARTER AND DON'T KNOW HOW

I found your solution (with pics) at:
http://www.autozone.com/autozone/repairinfo/repairguide/repairGuideContent.jsp?pageId=0900c1528006a865

However, www.autozone.com will expect you to register (free) to access their repair guide database.
Note: The Intrepid 3.5L engine takes the Delco starter, while the Intrepid 3.3L engine takes the
Nippondenso starter.
How can you tell which engine's in your Intrepid? read 8th digit of the VIN code.

Have you gone to the wrecking yard to find parts for your 95 intrepid? I know they will have a ton of them. they do here in Denver. I bet they only charge you around $5.00 for it too. Let me know if this helps. Otherwise I can email you a schematic
