Yes a combination of a toggle switch and a PUSH to ON switch( starrter motor) can do the job well.
You will need to connect the switched output, the incoming main +12 to the In pole and connect to out pole to the ignition system and all acessories. The toggle must have a good AMP capacity as it must not heat up with low rating and cause midway breakdowns.
The final turn connection to the starter must be to the Push switch to trigger the starter solenoid.
To do this, you will have to trick the security and interlock systems in the steering column, but yes, it can be done. You would disconnect the battery, undo the wiring at the switch, and pull the switch wires down out of the column. This is a big job, and you may be better off replacing the switch.
