I changed the oil on the car earlier today, afterwards I drove it around the block a few times than parked the car in my driveway. When i went to move the car sometime later, it would not start. The engine does not make any noise what so ever, the only thing that happen when i turning the key is the dashboard lights come on. I tried to jump starting it to see if anything different would happen, but it didn't.
I have been having a similar issue with my Saturn. Not after changing the oil, but occasionally after running it, turning it off, and then trying to start it, it will not start. After the car cools off it will start again. I have found, on mine at least, it is the starter. Replace the starter and you should be all set

What does your dip stick show? Was the plug tight? Unless you knocked something loose and the engine doesn't turn at all, it sounds like a no oil seize.

Take a look under the hood in the dark .You will see if it shorting out by the blue flashes I think oil leaking is the problem Also the oil breathing dystem may be blocked.
You need to find out what is missing at the time that it is not starting. You are either not getting ignition (spark) or not getting fuel.
A real common problem for Jeep 4.0L engines is bad crankshaft position sensors and bad connections at the crankshaft position sensor connectors. When these mess up, you will have a "No Spark" condition. I would check the connector and make sure it is clean and tight before running out and spending money on buying a new crank sensor - especially if this Jeep has been operated in mud and/or water.
The only other suggestion I have is to check the fuel pressure when it is not starting. You could have a fuel pump or a fuel pump relay that works only when it wants to.
I really doubt if your motor siezed up while sitting there. But your battery could have gone dead, or your stater may have locked up, or a battery cable is loose or dirty.
