It is likely your timing belt/chain has slipped a notch. Remove timing cover and check valve timing and condition of belt/chain. If you need help, please let us know.

Where is carb on a 98 chevy cavalier

Well it doesn't have one. GM cars built after 1988 are fuel injected.
You could check fuel pressure with a gauge, and also try using starting fluid sprayed into the intake hose to boost fuel supply.

Changed O2 sensors and white smoke starts pouring out of exhaust

White smoke is usually steam which would indicate a blown head gasket or crack in block. Hope it's something easier.

My 2001 ford taurus does not start, it acts like it is running out of gas.

Turn on key and have someone listen by back of car for fuel pump running it will only run for 5 or 10 sec with each turn of the key. Not running check fuel pump fuse and fuel pump relay. Take another relay out from another spot and swap them to see if it works

2001 ford taurus, 3.0 vulcan motor. just rebuilt the whole motor, backfires out of the intake, seems to be out of firing order. i triple checked my work and can't find the problem. whistling sound of...

Back firing out of the intake is because the valves/cams are not set right. When you did the timing belt . did you set the crankshaft mark at top dead center of the compression stroke. If it's at the exhaust stroke this would cause backfiring and violent shaking.

Backfiring can occur in engines that are running lean because the air-fuel mixture has insufficient fuel (too much air in the ratio) OR whenever the timing is too advanced. On modern vehicles unless the timing chain or timing belt has slipped (not likely) you simply have an air leak that is permitting too much air to enter the motor, causing hard starts and poor driveability, especially at idle. Check for a hole or loose fitting connections in the air duct from the air filter to the throttle body. Make additional checks for holes in the rubber hoses between the PCV valve and the motor (PCV valve hoses run to the intake of the motor). Even small holes or gaps can cause significant issues. if you can't find the leaks with visual inspection and feeling or removal of the parts and replacement, try spraying carburetor around the intake and hoses. If motor revs it means there is a "leak" there letting air into the motor, (bypassing the mass air flow sensor that regulates air volume).

Most fuel injection systems require around 35psi in order for the injectors to function properly.

Engine will only do 700 rpms

As long as you have fuel pressure and good fire on the ignition system. When you try and give it the gass to rev it up do you hear a wooshing sound from the exaust at all, kind of like it is plugged up. If so replace the catylitic converter, it is plugged up. The exaust manifold will get red hot if you run it for too long also. If it is not plugged up, then I would spend the money and pull the valve cover and see if you have a rounded cam lobe on one of the intake or exaust valves. This keeps the gases from getting out of the motor and holds it back. Sometimes it will also backfire thru the carburator when trying to accelerate the motor. Good luck, RAC
