First thing would be to check the fuse. If the fuse is good, use a voltmeter and test the power to the cruise control with power on. If you have power, then test the cruise control unit with a vacuum pressure tester.

Speedometer and curise control work only part of the time

Well the cruise won't work if the speedo doesn't work and I would say that you have a bad vehicle speed sensor.

Curise control does not work wanted to check the fuse but cant find it

You might want to check to see if it was disabled by Ford first. Ford had a major recall on Curise controls in these vehicles and many were disabled while parts were being ordered. You should be able to stop by a Ford dealer and let them check by Vin to see if yours has had the recall done. If not it may save you some money and get it back working and working safely when they do the recall work on it. Ford did the recall due to the curise controls activating by them selves if I understood the dealer correctly when he did my mothers vehicle. Did not cost anything for the recall work and this includes even if you were not the original owner and purchased it used.

Turn signals and wipers don't work but high beams and curise cont

check your charging system the voltage at the battery should be 12.85 Volts WITHOUT the engine running and 13.2-14.5 Volts with the engine RUNNING. If the voltage is low it probably means the alternator is at fault.

Curise control quit working, '98 C 1500 Suburban

First off CK your curise control throttle cable. You should start at the throttle body where the two cables connect to it. (throttle and cruise control cables) This is where I have found is the most common problem is located. Make sure the curise cable is connected and not broken or cut. I have found this to be a very common problem.
If you find them intact. Then its too easy from there. Just trace the cable back to the electric motor that works the cable and so forth. From my experiance your problem is mechanical not electrical.
