This is very unusual, what does busted mean, exactly? Worn, shaved, or timing chain, yes, just fix it, but if you suffered a lubrication based issue, consider replacement...

Cam bearing is scored due to blockage from debris in the ocv...blockage is preventing vvt control and setting code recommends replacing engine? help!

if the cam shaft is damaged then the cam shaft will have to be replaced
if the shaft is still serviceable then the bearing shells will need replacing
The problem is the blockage in the oil galleys
To do a good job ( professional) the engine will have to be stripped right down and the oil galleys blown out completely after washing in a solutions tank
You will have to get quotes from engine rebuilding shops as to that cost It will be cheaper if you can pull the motor down yourself and then rebuild using any new parts as required
The valve timer unit may be able to be stripped and cleaned out or new units would be the way to go
OK no knowing what is entailed to do a professional job, the next course of action would to be to price a full motor from a wreckers , preferably one that has rear end damage so that there will be no engine damage. This would entail a swap over of motors. Quicker and within the scope of a mechanically minded person
Next would be a fully rebuilt service exchange motor from an engineering shop ( warranty included) and again it is a remove and rebuild operation. again it would be quicker
don't be fooled into thinking that a oil change or an engine flush will do the trick as it will cost you more in the long run

Rotor stopping between 3 and 4 plug on cap, car wont start

If the rotor is stopping it is something that is internal to the motor and causing the engine to lock or a busted Distributor shaft. Either way your going to have to basically do a rebuild on the motor in order to find the problem. If you can turn that rotor by hand you have a busted Distributor connecting shaft, if you can turn the rotor backwards you have the same problem. If this is the case you will need to open the motor up so that you can get all the shaft pieces out to put the new on in. You will need to have this done at a shop, unfortunately expensive, or get a manual on your vehicle to have the directions you need to remove and install everything.

Car blows white smoke at high rpm runs bad

hmmm...This kind of problem usually is due to cam shaft/valve timing issues. Sometimes, the cam shaft is not properly positioned and is not in sync with the distributor thus the exhaust valves open early releasing unburnt fuel. This will cause the engine to definitely run bad.
I suggest that you try to adjust your engine's timing first (cam and distributor) and then see the results. Also, remember that there is a limit to the rpm that an engine must do- about 6,000rpm is enough for high or max hp. Another information, a camshaft will only work best at a given rpm range so if you run your engine too low or too high, the engine will not work properly. In fact, there are special cam shafts for engines intended to run at high rpm while sacrificing lower rpm levels (the engine runs grumpy at low rpm levels).
Worst case, however, is that white smoke sometimes indicates that oil enters your combustion chamber, this will cost an expensive rebuild if such is the fact.

My 1995 cadillac northstar engine has locked up can it be fix by replacing the oil pump?

No, you cannot. If it has locked up due to no oil, then you are looking at a rebuild, and maybe even a total engine replacement because of the nature of the catastrophic failure.

No oil means the bearings had no lubrication, which chewed them up, as well as the crankshaft journals - Cam lobes, and maybe the connecting rod came apart and busted a hole in the block?

You could price a low mile motor from the same car at an auto recyclers - would be the best and cheapest way to go as long as you have a good mechanic that will thoroughly inspect the replacement motor before it is purchased and installed.

Checked the connecting rod length and piston wrist-pin location on that cylinder? Before locking the head down put a pancake of modeling clay on the piston and rotate the crankshaft with a wrench to check actual valve clearance. On street engines I do this without the head gasket to add some "insurance". Compare what you see at #3 to one that has not damaged a valve. Also make sure your valve spring isn't going into "bind"...If it is it may be the wrong one (very unusual but I've seen ones get mixed up from different engines) How's the rod bearing on that rod? if it's worn out it can be "throwing" the piston at the valve.
Do what I said and you have to find something!

Ticking noise comes and goes i took it to the dealer they said the camshaft and the#6 lifter is bad do i have to replace the engine

should be able to rebuild. sounds like you will need a new cam and lifter set. Cam and lifters could be replaced without completely rebuilding engine, but I wouldn't recomend it. All the metal from the cam and lifter goin down will have already gone through your oil system therefore engine really needs complete disassemble and cleaned.

96 brazo oil and mtal in over head cam engin stopped on highway

i have seen some mazda motors having busted cam shafts, so that's the only thing i can think of. if you didn't say behind the throtle body, i would say you have a busted piston but i doubt that's the case here.
