You need to locate the handbrake adjusting nut. This is located in correspondence of the handbrake lever, protected by a plastic cover. Often you also need to remove a screw to pull forward and gain access to the adjusting nut. Once you get there use a spanner to regulate the handbrake operating on the nut. More details depend on the Toyota model:
