Question about 2007 Volkswagen Jetta 2.5 Sedan
Some vehicles don't have the ability to turn the headlights off when the parking brake is not set. Its part of a safety feature that they call "Day-Time Running Lights" usually, or something to that effect. Generally it makes sure that you can't forget to turn on your headlights, and they see it as "Well, during the day, it makes you more visible, which is safer."
However, as far as turning the headlights off without the parking brake applied. Again, on some vehicles, there is no way to turn them off separately.
