Question about 2004 Honda Accord
You may have an issue with the bulb socket itself, pull the bulb out and look for corrosion in the socket. If their is corrosion clean it usiing battery terminal cleaner and then coat with bulb grease (both available at any auto parts store. If the Bulb socket is in good condition then it may be the headlight switch itself or the wiring harness to the light.
