Lee2fixit doesn't know what he talks about on 99 Rodeos.
There is no dipstick tube - there are two access holes on the side of the transmission. The bottom one is to drain it out. The top one is to fill it back up. It is full when the fluid comes up to the bottom of the top hole.
Or you can take it to a dealer or service center to have it done.

Check the fuel pressure at the engine after cycling the ignition on and off a few times. You should see pressure there. If you do not, most likely the pump is not running. Why it is not running could be due to a bad relay, bad pump, or even a wiring problem. Generally it is a pump problem though. You can only be 100% sure by checking power and ground at the pump.

well i got a salvaged ecm from a junkyard and put it in, still did'nt start. took alternator off to have it checked , it is fine. put it back in and now it starts and runs fine. check the alternator and the connections, i heard the alternator controls power after the initial ecm prime when it is turned on. i have no idea how true it is, but worth a shot. if you can find a cheap ecm for a junkyard (mine was 75 bucks) i would try that afterwords.
