My mechanic cannot find the what is draining the battery on my 95 Riviera. This summer the air conditioner wouldn't work either. Any suggestions' in all categories.

If it has a factory amplifier it may be staying on due to a short to power inside the amplifier. I have seen this before but this is a shot in the dark. To find the real problem an amp meter must be used between the positive batery terminal and the meter. Pull each fuse and wait for the amps to drop to determine which circuit and the components connected to that particular circuit is causing the excessive draw.

Passenger floorboard wet when running ac

no it will most likely be a blocked drain pipe that goes into the engine bay from the A/C and drains the condensation created by your car's air conditioner. A mechanic workshop can do a blast of compressed air by your mechanic and free the blockage takes about 30 seconds to do with a car hoist.
If it is humid conditions the problem will be much more and you might find the front demister won't work due to water sitting on top of the Air conditioner. It will heat this water and blow steam on your window.

May have to check out if the vacuum motors have the vacuum tubes attached but this may take a lot of work to disassemble the heating ventilation air conditioning out of the dash and underneath the dashboard. If rain enters the compartment under the dashboard, the pan that is designed to catch water may be disturbed or cracked somehow. Try to check fuses for a/c and the heating, the cruise control, and windshield wipers to see if there is an obvious electrical issue there. The vacuum leak is not related to the windshield wiper motor not working.

Batery light would come on when accelerating up to freeway speed or when going over a big hill and head lights would dim. Mechanic said alt/gen/bat all good, car still seemed to drive fine otherwise....

the voltage regulator is bad inside the alternator. it seems to be getting hot and kicking off the charging system. the last time it has drained your battery.

Sometimes no response when key turned on to start, let set and then may start as normal?

If when you try to start the engine all the gauges and lights go dim on the dash, you have a bad,dirty or corroded battery cable. If your gauges and lights do not dim then its probably a bad starter solonoid. They will work off and on when they start to go bad.

When the1995 Riviera makes an idling noise when car is turned off

the noise you are hearing is the air pump for your air ride system it will continue to run in an attempt to level car my mom owns a 95 buick riviera and it does the same thing no problem if it cuts off after several minutes if not then you may have leak in system

A lot of of water under the front carpeting on the passenger side.

If you are sure its just (water) and not engine coolant, then it is likely a plugged air conditioner evaporator drain. Dirt and leaves can plug this fairly easily as they get through the cowl screen where fresh air enters the heat/air conditioner intake just below windsheild under the hood. the drain is on or under the bottom of the hvac box in engine compartment.Its black,about an inch around,nipple shaped, most of time you can remove ,clean, and reinstall with out too much trouble from underneath.
