Question about 2000 Dodge Caravan
Chrysler uses plastic vacuum tubes to operate the dash systems(vents). As you go up a hill the motor rocks on the motor mounts. When it does it is kinking some of the line or lines. My 1993 under a heavy load goes to it's default setting the defroster. So the dash vents stop blowing and the defroster on the windshield gets all the air. if you can locate the kink spot and reroute the line or reinforce it or replace it. You may be able to solve the issues you are having with the system. If your motor is turning on and off you probably have a wiring or fuse corrosion issue. Possibly the motor itself is the issue.
