I am assuming the bolt threads are stripped, you can get a self tapping oversize bolt from a parts store, use a new gasket

1997 buick century 84500 miles regular maintanance, oil change every 3000 miles. son taking trip in it. never had radiator flushed, plugs changed, transmission fluid changed, should i have concerns on...

Yes, this is very important maintenance procedures. Transmission should be serviced (filter, oil, and oil pan gasket replaced) @ 60K miles, plugs at 100K miles (I'd replace them early for better gas mileage), and radiator flushed @ 60K miles. Hopefully this helps!!

It should be on the bottom or on the bottom side of your oil pan.

Will a 1991 Buick Century 3.3 transmission replace a 1994 3.1 Buick Century transmission?

Should be the same but look at the pan on the trans should be the same. If the pans are the same and there are the same number of bolts in each pan then you should be fine.
