Passat 1.9 TDi motor AFN 1999. It will not start.

if it is not a common rail, loosen fuel injector lines and see if fuel sqirtsfrom them when engine is cranked over,if no fuel comes out try "bleeding"air from the fuel system via the lift/priming pump and the bleeder screw usually located on top of the fuel filter,if you do have fuel sqirting om the lines when cranked, check out the "glow plug"system,if this system is faulty, use "starting fluid/either"" to start motor and check for other faults

Braking shudder

does this happen when you brake gently or when you have to brake hard? cars with ABS - anti-lock braking system have a feature which help prevent the car from skidding when braking. If wheels lock, then brakes will automatically release for a moment and then lock again. The experience feels very much like what you are describing. check this wiki out Anti lock braking system

sounds to me like idle air control valve or crank position sensor. but instead of buying parts and doing a trial and error. take it to a tuning specialist and have them do a diagnostic test on it. hope this helps and please leave a comment... thanks
