THE KEY WILL NOT TURN OFF COMPLETELY BECAUSE THE SHIFTER HAS TO BE IN THE PARKED POSITION TOTALLY. YOU HAVE HAVE SHIFT INTERLOCK CONTROL SOLENOID THAT HAS GONE ARRAY DUE TO FAILURE OR ELECTRICAL ISSUES. PROBABLY THE LATER.

Wheel is locked up will not engage shifter move from Park to drive


1 Set the emergency brake.
2 Insert key into the ignition and turn the ignition switch to the "ON" or "RUN" position. It is not necessary to start the engine.
3 Locate the shift lock override slot located on the shifter console near the shifter lever. Normally, the slot is plugged with a small plastic cap. Remove the cap.
4 Insert a small screwdriver, nail file, key or similarly shaped object into the override slot, push down and hold
5 While continuing to hold down the shift override mechanism, depress the brake pedal.
6 Now, grasp the shifter, push in the release button located on the shifter as you normally do and then move the shifter to the desired gear. If you've completed these steps with the engine off, move the shifter to the Neutral position to start the engine.

turn the key on and make sure shifter is pushed all the way into park, then turn the key off.

Key trapped in ignition


Could be the ignition lock or switch, but it could be the shifter too.
If the shifter is not completely in park, the key will not go to the lock position.

Key shifter lock


Yes, the shifter assemly has to be replaced. they are pricey but it does fix the problem. Also is very common in the newer Dodge magnums.

when you shut it off were the wheels cranked sideways-sometimes this puts pressure on the locking system and won't let it disengage-try moving the steering wheel back and forth while applying pressure to the key-I hope this helps-cheers Denny

Is not in park but the emergency brake is on cannot get into park


Sounds as if the shift cable is binding. Check the shift release silenoid under the steering column, this selinoid runs hand in hand with the shift lever on the floor, it will prevent the key from turning completely off and interfere with the shifter lock selinoid.
If the keys turns off all the way, I suggest investigating the casing around the shifter for items that may have slid into it (Coins will bind up the shifter) the housing will come off allowing you a visual.

I can't move shifter


Assuming the key lock is turning correctly, it could be the brake pedal switch or the lock solenoid that locks the shifter into park.
You could try unlocking the key switch but not turning the switch on, then try moving the shifter. Sometimes the lock solenoid is not "locked" until you turn the key switch on.

try the spare key and if still no joy then its a new new steering lock complete and you have to cut it off with a angle grinder and a big hammer and chisel
