SOURCE: change turn signal bulb 02 S60
I don't know much about Volvos, but on most vechiles there are two screws on the lens you unscrew to take off. Or, right behind the light, you see the wires going into the unit, grab the rubber piece that goes into the unit and see if you can turn it counter clockwise. If so, gently pull out and change your bulb. Not, this soultion dosn't work for headlights.

There is only one screw to remove that releases the mounting tab at the upper inner corner of the assembly. That screw has a plastic wingnut molded onto it so you can turn by hand. Once that is removed, the assembly can be pulled straight forward. At the inner bottom corner, a spring clip faces straight rearward. Pull with enough force to to release the clip from its slot. Only two "Fingers" hold the rear of the assembly in the sheet metal holes.

If new bulbs don't work, it is probably the harness that holds the bulb. I had to replace both on my car after fighting with the problem for over a year and not knowing.

I had the same problem. It was a defective lamp socket on the driver's left side, Volvo Part Number 8662985. Costs me $11.24 to replace the lamp socket, which included the bulb. If you've already replaced the bulbs yourself, you will find replacing the socket pretty easy, just use a thin flathead screwdriver to delicately pry off the metal retainer clip which holds the lamp socket in place, as you'll need to reinstall the existing metal retainer clip once you've replaced the lamp socket. Two minute job.
