Your problem is your switch, it has shorted out.
replace it and everything should be ok. if the switch is on a lever by the wheel, you will have to disassemble the whole wheel to get to it and to be able to replace it.
i will suggest to buy a haynes manual to do this task. if is a button on the dash then you will probably have to remove that part of the dash. look for the supporting screws and be very carefull not to break any of the plastic clips

How to replace wiper motor

The procedure is a bit complicated - the wiper assembly is below the air intake grill at the bottom of the windshield. You need to remove the wipers, the grill cover, the windshield lower retaining frame, the motor retaining bolts, and so on. Best bet is to get a workshop manual for the car for details.

My windshield wipers will not turn off until I shut the car off. What do you think?

The wiper module is either bad or the multifunction switch is shorted.Usually the wiper module will cause wipers to only work on certain speeds usually only on high or not at all. the switch on the other hand being shorted is a more likely cause.

Windshield Wiper linkage is messed up.

You'll need to remove the cowling between the windshield and the hood. The wipers will have to be removed. You can see the screws thru the grill in the cowlling
