If the 4x4 is engaged, then look at the axles and transfer case, see if the axles are spinning. If they are spinning and wheels are not, then you need to lock your hubs so they spin when axles spin.

How do I put the vehicle in 4 wheel drive (after locking the hubs) and then how do you take it out of 4 wheel?

If you don't have a separte shifter next to the floor shifter then yours as full time four wheel drive and the hubs are the only way to turn them on and off. The other answer is it's not a four wheel drive as this shifter is in plain veiw next to the regular shifter. Not all side hicks are four wheel drive and if it doesn't have a front rear end and front driveshaft, it's not. The lock in and out hubs are used on both and the two wheel drive has dummies.

My 2004 f150 does not always work in 4 wheel drive but I replaced a vacuum line that goes to the front acuator on the front axel, then i replaced the right front hub assembly with a used one and the 4...

The IWE is operated by a common vacuum system. When you say does not work, not sure what you are getting at ( only 1 wheel locks into place, or neither ).

Could be you had the vent and vacuum lines reversed, and this did not keep the IWE gear pulled out and it rounded off on the one you did not replace.

Is the issue the front axle does not lock in, or does the drive shaft not lock in at the transfer case ?

Lift and support the front of the truck so the front wheels are off the ground ( take safety precautions, chock wheels, jack stands, etc )
Key on, engage 4x4 and try to turn the front drive shaft.
If it turns it is a problem with the transfer case.
If it doesn't it is a front axle engagement problem.

When you get to this point, post back a comment to this problem with the info.

I have a 1987 s-10 blazer and it will not lock in the front axle when i attempt to put it in four wheel drive thus making the four wheel drive not work.

If the locks are manual for the front axle rather than automatic, then try to twist the locking mechanism into hubs locked position.

If this doesn't work, may have to disassemble it to check that it is assembled correctly at the front wheel hubs.

the front axles have pinon gear box that the shaft from the transfer case goes to, it has a vacuum hose to it or a solenoid actuator check these for proper function this is how the power is turned on to the wheels.

I have a 2000 4wd tacoma with manual locking hubs and the 4wd does not seem to be engaging after locking the hubs and shifting the lever into 4 hi or 4 low

Sounds like one of your hubs is sticking and not engaging. You can check them by engaging the hubs and the transfer case and jacking up each front wheel independently if it doesn't spin your good, if it does you found your problem. As far as fixing a hub goes, it may be just dry and need some grease, or there are some very good aftermarket hubs available from Warn.
Hope this helps

Front wheels will not spin

Jack it up all way away around and so all 4 wheels are off the ground and put in N ,now can you turn the back tail shaft and the wheels go round
Now put in 4WDrive can you turn the tailshaft on the front and if so do the front wheels turn,, if not then
Take out the front filler plug and see if the crownwheel turns when you turn the front D/Shaft.
If no then the teeth on the pinion have stripped
UNless you have a elect diff lock on front hubs.
If the F/ Crown wheel dont turn then drain the oil and check to see if you have metal in there. RON

Four wheel won't engage

Theres a vacume dash pot under the battery box. It pulls a cable that engages the front diff. Put the vacume line and you'll have lights and four wheel drive. (it happened to my blazzer)
