2000 lincoln navigator front right brake abs is stuck closed, no fluid comming out. Could this be electrical?

How do you know there is no fluid coming out? Have you tried to bleed it? The ABS doesn't control hydraulic fluid supply only the rate in which it is supplied

How do you bench bleed my new master cylinder before i install it on my 2001 Lincoln Navigator?

Put the MC into a vice, and use a bleed kit, available from aftermarket parts stores. This kit has hoses that screw into the brake line ports, and the other end goes into the MC reservoir. Pump (slowly) until no bubbles come out. Then DO NOT let the fluid go low in the MC, during installation, or start over again.
