Could also be a clogged catalytic converter.
Is the check engine light on? If so, have a parts shop such as Autozone/PepBoys/Advance/Oreily pull the codes. Most will do it for free in hopes you buy the bad part there.

My Ford Ranger 2003 model V6 4 liter engine's speed limiter kicked in, the engine stuttered and died and won't start again. what is wrong?

Sounds like it's gone into limp mode at first. Then the fault has stopped the car. You need a code reader to check the fault, which will point you in the right direction. Could be a lot of things!

your timing belt/ chain could be out of time, could have a clogged cat/ could be bad o2 sensor throwing off the air/ fuel mixture. any combo of those also.

have you done a cylinder pressure test?, that will determine if you have a blown head gasket or not. cuz if its a gasket, the pressure would just go to another cylinder and no pressure = no power.

Takes time to start up a 1999 Ford Pick Up Ranger

Check the MAP sensor and the fuel pressure at the shredder valve. Before you try to start the engine, cycle the ignition 3 times to the run position for 10 seconds apart and then try starting the car. You may be lossing the fuel pressure prime. Good luck and keep me posted, be glad to hlep.
