Something is grounded. Find that first, then address the fuse issue...Easy way to find is to install resetting circuit breaker and use induction amp meter.... activate circuit and follow along the wires with the amp gauge, it will react until you get past the fault...
By fuse seat, I presume that you mean the components that the fuse touches, this area can overheat and melt the plastic. you have 2 options, replace the box or remove that fuse from the box and wire it externally. Label it well.
