Verify fuse is correct size, then see what you are turning on else when it blows. Fuel pumps are designed to pump up then shut off, until needed when starting and running. It might not be shutting off and staying running when vehicle is not running. Make sure ground circuit is in good shape and positive side as well. Does this blow fuses when you go to start, or does it start and run for awhile then blow?

yes the PCM brain shuts down fuel for many reasons.
SRS see collision tripped. scan the srs
fuses blown to pcm or pump and more check all fuses. is what a tech does.
PCM sees (detects ) sparks bad or any of its precursors ,CKP and or CMP sensors dead
TPS SENSOR GROUND WIRE BROKEN
fuel pump relay bad. we test it.Or its ground bad.
TCM (PCM) SEE TRANSMISSION STUCK IN GEAR , THIS PREVENTS CRANKING 100%
FUSE 12 BLOWN PUMP FUEL FUSE 19 OR 24.
ASD RELAY TRIPPED, AUTOMATIC SHUT DOWN FOR MANY REASONS, ASK THEM ??

Learning how to test an not guess is the proper way to diagnose . Without testing any qualified technician would only be guessing . Fuse # 21 has nothing to do with the fuel pump not working , fuse keeps blowing you have a electrical short somewhere . Your best bet , take it to a qualified repair shop .
Sounds like fuel pump worn and drawing more amps under loaf, find hot wire to pump and amp test. Shoul be between 7 to 17 amps any more and pump due to fail soon. Good luck.
You should always replace fuses with the same rated fuse as the one removed. Most likely if it keeps blowing the same fuse something in that circuit is directly shorted out.What fuse is it that keeps popping?
It appears that it is part of the fuel pump circuit, so I would concentrate on wiring harness & connector at fuel pump, clean it real good, and apply dielectric grease to the connection, as well as the fuel pump relay, connector & harness.
