SOURCE: My rear seatbelt in my subaru outback is locked and wont pull out to buckle up. Can it be fixed

I assume you've already worked the seat belt end back and forth with force. Did the belt move at all? Did you remove the rear seat bottom cusion from the car? That will give you additional leverage on the belt.
If the belt twisted the last time it was used and then rolled up, you need to go to the dealer or an upholstery shop for help.

2015 outback rear bumper removal

I assume you mean the bumper cover.

There's a set of two-piece plastic clips along the top of the bumper. Pry the center section out then the outer piece can be removed.
There's more clips along the bottom LH and RH sides.

And, there's an M6 bolt in the top of wheel arch end of the cover.
You should then be able to remove the cover.

The bolts to remove the bumper internal are now accessible.

How do I replace my fuel filler tube on my 1999 Subaru Impreza Outback Sport?

Remove the rear wheel. There's a plastic road dirt cover over the filler tube. The top of the tube is secured with 2 or 3 small (M6) bolts, in the filler door area. The tube has another 2 or 3 M6 bolts, and is clipped into a rubber hose on the bottom end (this hose goes to the tank).
