Maybe you have a throttle plate that is getting sticky try and buy a can of throttle body cleaner shoot it down the throttle body and clean it out while running just dont spray too much chance fire but this should help it if not check the throttle linkage

360 km/hr is NOT 40 miles/hr.
1 mile is about 1.6 km
To go from km to miles, multiply by 0.62
To go from miles to km, multiply by 1.6

Could be crankshaft position sensor ! after a crank sensor is replaced it needs to have a relearn done , Dealer or some other independent repair shop . Take it an have it checked out , unless you have a factory scan tool or a professional type scan tool .

Chevy S10 1998 2.2 L engine . In 105 degree temperature I was driving approx. 60 miles per hr when I suddenly started loosing power. It slowed to about 40 miles per hr, started smoking & smelled l

It appears the cap screws off? It doesn't look like a regular radiator cap. I looked at acdelco parts book.
If the cap is stubborn, cold engine, sometimes I use a pair of pliers with wide jaws, grip the cap and screw it off. I haven't seen your type cap, before. If this was my vehicle, I would certainly want to look in the radiator. I'd get that cap off, one way or the other. Of course, nobody wants to damage anything.

I have a 1998 plymouth voyager when going up hill it boggs out and wont go over 20 miles per hr.

Could be a clogged Exhaust Converter. I usually never replace any on my vehicles, even after 17 years. That said, they do fail for various reasons.

A bad EGR Valve would be a common parts failure on all vehicles, and high engine vacuum on a hill, would point that way, if it bucks, as well as slows down.

Then you have ignition problems. All vehicles experience those at some point in time, and a hill would put an electrical load on the system, especially on a hot day.

Iam going to assume the Trans doesn't slip or you see a flair or spike on the Tach, when it slows.

Acceleration - cannot get above 40 miles per hr.

If the engine revs up while in drive and running at 40mph, your transmission is probably slipping. Try checking your transmission fluid level. If it is OK, I would get it by a garage to have them look at it to cofirm.
