The colder it gets, the more the ignition switch on my 1987 Ford Van 'seizes'. In fact, when it's really cold (like 0), it won't return to the run position at all without my turning it back there. It will just stay in the start position grinding away on the starter.
Will some WD-40 solve this problem, or is it seated deeper than that?
UNDER THE STEERING WHEEL LOCK THERE IS A SPRING. REPLACE THE SPRING WITH A STRONGER ONE. ADD FRESH GREASE. MAKE SURE THE IGNITION SWITCH IS INSTALLED PER MFG. INSTRUCTIONS.

WD shouldn't hurt if it is the lock cylinder. If it is the switch, connected by a link rod, I would replace it. So, try the WD first. Mine (alos '87 Ford) is doing the same, but not nearly as bad as yours.

i had exactly the same problem with an 88 econoline. i replaced both the lock cylinder and the ignition switch (which is on top of the steering column, under the dash, connected to the lock cylinder by a rod). the ignition switch was what made the difference, though. it cost about $10, and took 15 minutes to replace. getting the switch in and out is a little awkward--not much clearance--but wasn't all that difficult.
