There is a valve after the fuel rail and before it gets to the throttle body. I unscrewed the green cap on the valve and turned the key on and pushed in on the stem and have no gas spraying out. Should...

If that is the port for the fuel rail, yes it should have pressure when you turn the key switch on.
If you don't have fuel pressure you would need to check the fuel pump in the tank.

When you turn on ignition key fuel pump runs. when you go to start the pumps shuts off. i can use starting fluid and it starts. is it pump or pressure regulator

you need to verify fuel pump pressure at fuel rail with pressure gauge, you need at least 55psi of fuel pressure to fire up car.
the fuel pump is made to only run five seconds when you turn key on to pressurize fuel line for when you turn key to start,

FUEL PUMP WILL PUT PRESSURE IN FUEL RAIL FOR YOU. sounds like fuel pressure in the fuel rail is losing pressure usally caused from fuel pump starting to go out. check pressure with fuel gauge. screw it onto the fuel rail connection turn the key forward (do not start ) then turn key off presure should hold around 16 psi. if the gauge starts to drift back down then the fuel pump is going to go out ( sometime)
