99 Silverado Seatbelt Repair/Replacement

The seatbelt on the passenger seat is not working properly. Once
latched, it tightens up (while truck is/is not moving) and will not
release unless one unlatches it and relatches it. It seems like the
little swinging thingy that contols it must be not working properly.
Any easy way to fix it?

-   My 1999 Silverado had the front belts replaced under the GM recall in 2006 by Paradise Chevrolet in Temecula, CA. I have had lots of problems since that replacement where the belt could not be pulled out when trying to put the belt on. I have always been able to fix the problem by reclining the seat backe and that would release the belt. I haven't returned to the dealer because it's inconvienient and because of the distance there. Now the retractor is locked up and I cannot pull the belt out at all. Paradise Chevrolet says that it's $300.00 to fix, that the recall repairs are not under warranty 2 years later. Is replacemnet/repairof the retractor something that a do-it-yourselfer can accomplish? Are retractors rebuildable? If this is the GM that Congress is considering bailing out, I say let them sink! -   rharlin

if you pull it out all the way each time this will happen.. it's built in
for child seats.. if you are not pulling it out all the way, then somthing
internal is wrong with it.. I won't even attempt an internal repair for
liability reasons.. I have shaken some change out of a few before.. maybe a
quarter is pushing the check to the side or something
...

Does this seat have a built in seat belt retractor? My 2004 Silverado
has this design (the seat belt pulls out of a small tower built into the
top of the backrest) and I feel that it is a poorly designed system. I
don't think that the seat belt should ever be incorporated into the
seat.

If your seat has this design, it may be part of a massive seat belt
retractor recall that GM had a couple of years ago. Since this is a
safety related recall, there may be no time or ownership restrictions.

I found a reference to a recall designed to fix this problem: "Front
seat belt bunching, replace retractor assembly 1999 Silverado, Sierra."
