You cannot change the ignition timing on any jeep engine of that year. Timing is controlled by the computer which reads the signal from the throttle position sensor and Manifold air pressure (MAP) sensor and determines timing based upon perceived engine loading.
Some engines also have a detonation (knock) sensor, usually mounted on the left side of the block, just above the pan rail.
Tests for these items can be found in either chiltons or haynes manuals.

SOURCE: How do you un stick

you can temporarliy "un-stick" the ignition by inserting the key as you would you start the vehicle. then tap the end of the key a few times with the palm of your hand almost as you are trying to drive it in further. this generaly works. but keep in mind that the only fix is to replace the ignition lock cylinder. and make sure that the key is not twisted or bent because that could also inhibit the key from turning properly

SOURCE: 1994 Grand Cherokee Jeep wont start

It is likely one of your battery cables loose. Same thing just happened to me today. What you need to do is first lock the doors, and close them. Then you need to disconnect, and reconnect the battery cable, then if the security lights still blink you must use your key to unlock the door, then it should stop blinking, and start just fine.

My 1994 Jeep Grand Cherokee with the 5.2L is very difficult to start if it has not been run in the previous 6 hours. Replaced ignition coil but didn't solve the problem. After sitting overnight it

Low fuel pressure.
You need to check the fuel pressure on the first crank and watch it as it is running.
Requires a special gauge.
If it were just a starting problem I would say it could be a pump relay, but not if it runs rough for 5 min.
Might be a dirty filter or problem in the tank.

No power to the coil on a 1994 jeep cherokee laredo.

Bad ignition module, crankshaft position sensor, or bad knock sensor. All three can cause that.

Jeep won't go over 60 mph loss of power

Check for a clogged catalytic conveter or weak fuel pump. Remove the O2 sensor so exhaust can flow out hole and test drive it. If it's better replace the cat or look for kinked or dented section of the exhaust. If it didn't help, have the fuel pressure tested as well as the ignition advance and timing chain.
