It is probably a break in the wires. If they are getting little or no current, that is what it is. Hopefully, you can find the break. There is a chance it is the light switch circuit, but I would say a break in the line.

I have a few beetle ( vw and audi too) customers who are regulars for headlamps.
I first had this problem on my 96 audi a4 and I came up with a simple solution
If you have fog lamps leave them on all the time. my headlamp failures went way down when I did that.

Try this if you have fog lamps, my customers did not have fog lamps so they could not try it.

How easy is it to change front fog light on Audi A4 s-line 2006

1. Remove the plastic grill cover out from front bumper.
2. Remove the front fog lamp & replace the bulb.

First remove the driver's side fog lamp plastic cover out from front bumper. After that you will find torx socket head panel screws from fog lamp. See picture below:

The left and right turn signal lamps are not working when I turn the handle left or right and when I push the hazard button. I do not hear the relay clicking. I checked the fuses situated on the left next...

The relay is dead. This is VERY common on these cars. It's built into the hazard switch. Get a new one (inexpensive even at a dealership, but cheaper still at www.ecstuning.com), and replace it and you'll be back in business.
