Well it can be fuel,or electric,but if there are no starting problems.I would suspect an electrical component in the fuel delivery system! You may need to get it scanned!

possibly an O2 sensor. I've seen this condition. Everything works but occasionally at a stop sign the engine dies. My first check is to buy a new O2 sensor.

My truck is a 95 chevy silverado 1500 it cuts off in 1st gear

Does it seem like when the engine is cold it runs ok, then when it reaches operating temp. it starts acting up? (poor acceleration, stalling) When I had that problem w/ my 93 K1500, it ended up being my oxygen sensor. (causing too rich of a mixture in the throttle body)

When it is damp outside my car runs ruff and acts like it loses power,like it's cutting out

I'd start with plugs and plug wires. Plug wires react like that when they get old, moisture/dampness is first signs of plug wire failure. Distributor caps react the same also.

Replaced rotor cap and fuel filter..truck cuts out when driving and stops completely at a stop sign or light..will run fine for a day then back to cutting out real bad??

have you tried the ignition module on the distributor ? thats how they act when they go bad then they go altogether and wont start at all

try checking all air intake hoses from air cleanr to inlet manifold for splits or tears and if they are ok have your air flow meter checked

When my car is at the stop light or stop sign, the engine starts stalling or acting like its going to quit.

check your manual. it could be the idle cut solenoid if there's one there.
