Your symptoms do not indicate a problem with the fuel filter, but it may be a good idea to change it anyway. Your filter is under car, center, below trunk area, rear of fuel tank, mounted in fuel line.
To better fix your problem, can you tell me if the engine light is on?
When you say no power, how bad? Will it go on the highway? How fast?
