Where is the horn button on the stearing wheel, I have a 1999 gran cherokee. The horn is okay , the fuse and relay is ok, I tested it. I took off the plastic cap on the stearing wheel . now on top of the airbag there is a thin plastic pad it has two cable connected red and black. Is that the horn pad or is that the connection of the air bag. Note: before did this i DESCONNECTED THE NEGATIVE PART OF THE BATTERY AND WAITED FOR AN HOUR,

If I connect the two wire to test the horn is it okey with the air bag.The two cable are red and the other black. Is it positive and negative. I heard tha the horn is just one cable that goes to ground. Please explain.

Yes, those 2 wires are the contacts for the horn. To sound the horn all you need to do is to join them.

Officially to repair the horn the entire airbag must be replaced, that plastic switch isn't sold separately. But if you search on second-hand sites or breakers yards you will be able to find it on its own.

    It's called the horn switch.
The airbag has nothing to do with those wires, completely separated circuits (unless of course the wires are frayed and shorting - check for that).
Yes, normally there should be just one wire but in your case the a second wire (the ground one) is needed because there's no metal part around the location of the switch, just plastic.

If the fuse is OK, check if you have power at the horn, if yes, replace the horn, if not check the switch or wire. make sure you have a good ground too.

Horn not working on 1999 z28 camaro / what could

Well, it could be a fuse. Check the associated fuse, if it is ok then proceed to checking for power at the horn (it should have 12v). If the horn has power then replace the horn. If it does not then seek proffesional certified help due to the fact that the problem is going to be in the steering column or horn pad, and that will require dealing with the airbag system (which is NOT recommended) unless qualified.

Check the horn relay is ok,
Check the horn ground is ok.

Place a trouble light across the horn supply- when horn is pressed it should light up steady.
If it lights up, the voltage to the horn is ok -then a replacement horn should fix it.
