Question about 1999 Buick Regal
Could be a couple of things. First open up the underside panel on the passenger side, pull out the BCM box and check for corrosion on the pins. Sometime the AC leaks water out here or if the windshield leaks(Condensation or otherwise) it will rust the pins. Remove all corrosion, and it should work fine. After that fix your leak. Clean the trap in the condenser leak hose to ensure the water escapes from now on. If there is no problem there, you will need to replace the lock cylinder.
