Starting with the brake lights, have you checked to see if you have power
across the brake light switch? If you do have power there, is the switch
closing? If you have both items (power, and a closing switch) I'd look at
the turn signal switch. Use your volt-ohm meter to check for voltages and
continuity and work your way back, but my guess is you'll find it under
the dash. Just take your time, and get a copy of the '68 wiring diagram
available through almost every aftermarket dealer.
As for the headlights, see if you have power leaving the headlight switch.
I think that year has a headlamp relay, so make sure the power is
reaching that, and that the relay is closing. Might just be a bad relay.
