The dash board lights and internal lights on my 2002 Toyota Echo did not turn on while driving home tonight. Also, the left side turn signal is flashing rapidly. Is this a blown fuse and wear is it?

The first thing to do for your dash lights is to verify the fuses, if ok check your lights dimmer next. Sometimes, dimmers fail to provide good contact due to wear or poor filament contact. Otherwise, there is a poor connection somewhere.
Usually, a rapidly blinking turn signal is due to a burnt bulb on the side in question or a bad ground connection either in the front or the back of the vehicle. Turn the left signal on and check if front and back turn lights are on and working if one doesn't work check the bulb. If it is poorly lit and not blinking check the socket and ground connection.
Hope this helps you!

When i start the car the maitenence required light flashes a number of times and then goes off

The vehicle has either reached the mileage necessary for oil change and other maintenance, or whoever performed the last service did not reset the computer.

Flashing "maintenance required" light. Only flashes for a few seconds on start up. What does this mean? How can I turn it off?

That is a milage tripped light and is telling you to do schedualed maintenance on the vehicle. You should be able to find out how to turn it off in the owners manual.I recomend checking the maitenance part of the manual to see what it wants you to check at that particular milage you are at first.

You have a bad ground somewhere .. try the rear lights first make sure each light is grounded good .. then try front ones and see if they are grounded also. Remove bulbs and replace them and make sure each is in good clean condition.. thanks Jerry holler if you have more

Flashing check engine light

If its an orange light its a service engine soon light, the car can be driven, if its a red check engine light DO NOT DRIVE because of risk to damage the engine. However if there is an auto zone close by they will check the light for free. Then I can work with you from there. Good Luck
