Question about 1999 Jeep Grand Cherokee
Without touching anything else, touch a jumper lead to the large terminal of the starter. Before doing that, attach a ground lead between the jumper battery and any solid metal part of the frame etc. That will power up the electronics and let you open it up. It's sometimes best to use a screwdriver attached to the end of the positive lead and use it as a probe. It is a bit easier to keep it from sparking on anything by accident.
