I had a similar issue with my Lexus. There was a whining noise in the mornings as I pulled out the driveway. The car is usually so quiet. It happened the next day so on my day off I checked the power steering reservoir and it was way off the dipstick. I put in about a quarter litre of ATF - Power Steering Fuild and it was quiet again. Make sure you use the correct type as there are a number of different ones. It should be on the filler cap and also in the manual.

That vintage you can use any standard transmission fluid or straight power steering fluid. The power steering system is not fussy, it just like to have fluid in it.

You have a check valve,in a vacuum hose ,that is bad or a vacuum line that is sucked together,or has a hole in it under the hood,there might be a vacuum reservoir that may have a hole in it,it holds vacuum for the ac heat control doors,look under the hood.

It is a Little Tough. If you are not Mechanically Inclined, This is better left to a Pro. There is a Preassure line in the System that could cause Injury if not removed Corrctly.
