Carb cleaner in an aerosol can is just a bandaid - you'll need to tear it down and disassemble to clean properly.

Rpms are sticking. They do not go down when car is idle.

Not sure of year model of car but some vehicles have a return spring to pull the throttle down, which can break. You should get some throttle body cleaner if your vehicle has one and clean same. If you have a carburetor get carburetor cleaner and spray mechanism which moves when accelerator pushed and also spray down throat of carburetor. Many people cause a vehicle fire by cleaning carburetors while the engine is running. Do NOT oil any throttle parts.

Throttle cable adjustment

Are you sure it is the cable or is it the Sub EGR valve located on the carburetor. I had this same type of problem with a Mitsubishi and the EGR sub valve on the carburetor was all carboned up and needed to be cleaned. This cause the linkage to feel like it was sticking, when in reality it was the valve getting stuck in the carburetor and releasing intermittently.

Fords are common for this. You can try to replace the choke, spark plugs, and air filter. Clean the carburetor (You can pour transmission fluid in the carburetor to clean it. This will loosen you valves and clean the carburetor. This will cause it to smoke, but it will not last long.) and put fuel cleaner in the gas. Change the fuel filter. In other words do a good tune up. Try NGK spark plugs. Carbureto might also need adjusting.
