Question about 1998 Plymouth Breeze
You may have a bad Vehicle Speed Sensor [VSS] which is mounted on the transmission. This sensor tells the computer, transmission, and dash how fast you are going and if the signal is lost then the transmission won't know when to shift and the speedometer will quit working. There should be a related service code stored in the system that will help with the diagnosis.

I had same issue yesterday out of he blue speedometer just stopped and wouldn't shift out of first called dealer they wanted 300 to repair I spent $29.00 for the vss and cured the problem. Took 10 minutes to change
