Question about 1998 Jeep Grand Cherokee
It sounds like the immobilizer is not switching off properly, the best thing is to reset it and if you are unable to do this then take it to a dealer and they will do it, for free sometimes.

similar problem with mine. disconnect batter for about an hour/
reconnect resets on board computer-be ready to drive till engine warms up completely.
